At inDUfed, we fully support the ambition of the Packaging and Packaging Waste Regulation (PPWR) to promote reuse where it is technically and economically feasible and delivers real environmental benefits.
However, current reuse targets for transport packaging – 40% for cross-border deliveries and 100% for domestic deliveries – include wrapping films and strapping bands, for which no viable reusable alternatives exist today.
That’s why we advocate for extending the exemption granted by the European Commission for the 100% target to the 40% target as well.
Here’s why:
✅ No compensation between packaging formats is possible for our sectors.
✅ High shipping volumes (up to 1,700 pallets/day) make reuse impractical considering the lack of viable reusable packaging solutions.
✅ Infrastructure and return logistics are lacking – achieving 40% reuse would require >70,000 reusable units in Belgium alone.
✅ Manual application of reusable covers increases costs and ergonomic risks.
✅ Hygiene requirements in the food chain complicate reuse further.
✅ Smaller Member States like Belgium who rely primarily on exports face disproportionate disadvantages if the exemption is not also extended to cross-border deliveries.
We believe in balanced, evidence-based regulation that supports sustainability without undermining competitiveness.
